Bell Boom & Flea Market Question

If you have the Bell Boom ordinance active does that mean that villagers will buy items from the flea market at higher than normal prices too? Usually they are a bit iffy when it comes to expensive products but do they take the bell boom into account?

I don't believe it affects the villagers, everything I've read about it doesn't mention villagers spending more, but I have never set the wealthy town ordinance to be 100% sure of this.
