Japanese DLC. Rare. A light brown, miniature shoe box (like the one holding a brand new wallet) without the lid filled with beans that you can throw everywhere. Apparently the box has a limitless supply of beans, much like Marry Poppins' bag has a limitless supply of furniture, or Santa's bag has a limitless supply of gifts.
The beans, when thrown in close proximity to a villager or fellow mayor, causes the irises of the eyes to narrow, making it seem as if that individual was just poked or given the athletic butt slap in an inappropriate context.
tl;dr They're for fun.
