Anyone with cedar sapling issues?

No matter where I plant them, they NEVER grow. Ever. Is it because it's summer? I can't remember this happening in other games. ):

You're probably planting them too far South, or they are just dead spots. All of mine are growing.

They only grow in the northern acres.

At least now I know why most of cedar trees wouldn't grow.
