Any way to get villagers back on new leaf? (No welcome amiibo update)

So, Wolfgang is in boxes, what do i do? Can i time travel?

Unfortunately, not really. Funnily enough, i had the exact same problem as you, i accidentally let Wolfgang move out too. I ended up going through the 14 villager cycle, and after many long hours, i found Wolfgang via the campsite reset method and invited him back to my town. Not a very pleasant experience, but that is probably the fastest and most efficient way to get him back without using Amiibo.
