Amiibo questions

I've never used amiibo in ACNH before and am thinking about buying a few to get some of my favorite villagers. I've researched a bunch already but still have a few questions.

1 - if i scan a villager's amiibo card, is it 100% guaranteed that they will come to my island and give me a chance to invite them?

2 - once an amiibo card is scanned, can it be reused later on the same switch & account? i'm assuming if i shared with a friend on a different switch for their account there would be no problem, too,right?

1 - Yes. As long as you did their requests 3 times, you can invite them to live on your island.

2 - None, based on my personal experience. I also use custom NFC cards.

3 - You can use the amiibo cards infinitely regardless of system or account.

There are no legal restraints to reusing official amiibo cards on different consoles / accounts etc. I used an amiibo for both my 3DS AC town and NH Island, so don't worry about reusing one amiibo card for different accounts.
