[amiibo cards] Can special villagers move into your town?

I had just gotten a new pack of Series 2 : amiibo Cards for AC:NL, and I got a special card: Katie, it's shiny which shows it's a special card. It isn't a main character like Rover, Tommy, or Isabelle, so I assume it's a special villager. Is it possible for this special villager to move into my town?

(though I would definitely love to give Katie a vacation home)

Ok, thanks! Yeah, I talked with her earlier(from wisp), and she gave me her picture.

Unfortunately, Katie's not a special villager. She's an NPC who randomly appears in your town if you've been visiting other villages, and asks to be escorted to another village. She's on the same level as Saharah or Gulliver. It'd be adorable if she could move in, though.
