If I got my 2ds in 2013, do I still have to buy the NFC card reader for amiibo cards

Yes unfortunately, only the ones called "new 2ds xl" (released in 2017?) work.

The New 3DS and New 3DS XL have amiibo functionality as well as the New 2DS XL. The New 3DS and New 3DS XL were released in 2015 and the New 2DS XL was released in 2017. So yes, if you purchased a 2DS in 2013 the model you have does not have amiibo functionality and you will need the external NFC reader to use amiibo
