After you ask him to move in and he successfully says he'll move into your town, if you tt a day his plot should be in your town. Time traveling shouldn't affect him moving in, it just makes the process quicker. I'm not sure about time traveling backwards though, so I wouldn't tt backwards until he has placed his plot in your town after like a day or if you tt a day.
