Advice to 3 Stars

So here's my situation. I decided to go for a new layout and did a complete reset of my game and island. I know what I want to do, but I definitely need terraforming for it. I am looking for advice on how to quickly as possible get up to a 3 star rating as possible. Preferably before hitting too many villagers if that's even a thing. Do I just spam the island with items left over from before? Do I need a specific degree of flowers? I figured I'd take a moment and ask the forum on their advice.
 
If you have upgraded Nook's Cranny, 8+ villagers, 2 bridges, and 2 slopes, 3 stars should be a few fences, trees, flowers, and furniture away.
 
Also, to add to what @JKDOS said, it seems to be that having
around 27 pieces of furniture outside with no duplicates, 50 pieces of fencing
and a variety of fruit and flowers helps hit the requirement
 
From what I've seen, you just need an upgraded Nook's Cranny, 8 villagers, and a bridge. Maybe a few extra flowers and some decorations, but nothing too extreme.

You just have to talk to Isabelle once your Residential Services building is fully upgraded :D she’s your go-to for anything related to the town!
 
I have a five star rating, my island has paved out where I want things to be and a few random furniture here and there. I only have the main plaza and the stores in their permanent spots. But I do have a lot of flowers from my flower breeding. I only have 8 villagers on my island. I think the more bushes, trees and flowers you place help a lot along with the furniture.
 
The biggest things that prevented me from getting 3 stars:
  • Too many items, DIYs scattered around
  • Not enough bridges/inclines
  • Did not fill island up with villagers quickly (build all plots)
  • Not enough fencing
Biggest things that helped:
  • Placing more nook mile items outdoors
  • Placing some expensive items outside (i.e. grand piano, etc.)
  • Having the right amount of trees and flowers
  • Cleaning up my island for branches/fossils each day
Hopefully that helps a bit! I struggled with that initially too!
