Adopted villagers not moving in

On my cycling thread, someone recently adopted Phoebe.
Everything went smoothly at first; Came to my town, Phoebe agreed to move, and then I ended the session. I continued to do my usual cycling, but...

The adopter sent me a message saying that Phoebe did not move in, with this letter

Has this ever happened to anyone else, and what are the causes?

The person adopting Phoebe didn't have enough room for her in their town.
I think it's happened once on here (Apollo) and once on another forum.

He told me that he had 9 villagers before Phoebe moved in, and still 9 after Phoebe sent the letter :/

Not enough space, but enough room.
Sounds odd now that I type it out.

There was no space where she could move in.
