I have seen that there was already a thread (possibly more) made about this; However that was well over a year ago and there still isn't any known work around or fix short of removing the person from your switch friend list entirely and permanently. This means you can't simply invite their new resident rep player via "friends only".
I have googled this many times, read many threads, and I have also called, texted, emailed Nintendo through the support info found here. *I wanted to add an important note that if you hate phone calls (sometimes I get anxious about em too ngl), there is a number to text OR you can just start a live online chat.<-- I did that one and it was the easiest by far.

The reps I spoke with have all said that they can report the glitch to Nintendo, but there's no time frame or guarantee that it can be fixed promptly. However, it would go up on the priority list if more people reported the bug to support. Basically, it needs to be made into a bigger deal.
It may not be a big deal to some, but it is quite an annoying bug. Some people have reported no longer being able to play with certain friends because the game associates that first account with them and a connection cannot be made between the two players. Some have even had malicious people come back to their island and they had to resort to blocking them on the switch.
In my eyes, they had a working in-game and console friend system with New Leaf; and it's been well over a year since the glitch was first spotted. A fix for this in a coming patch is due. I have posted this in the animal crossing discords I am in, and maybe it's just not a huge problem for other people. A few have told me they reported it. I just feel bad that I am one of those constant resetters and my friend's lists have to get clogged up because of something out of their control. I do understand it isn't technically a "game breaking" bug, however they seem swift to "fix" other "glitches" that weren't really issues either.
TL;DR - Please, if you all can take a few minutes to report this glitch, I hope it can be fixed soon, or at least an option to remove "friends" in game could come of it. Reps said the glitch is technically known, but because there isn't a lot of "buzz" about it online or through reports, it isn't a priority.
