Access Point problems

For a while, my 3DS has been having problems accepting In-Game DLC. This is just in New Leaf and HHD. It says there's something wrong with the access point.... What does that mean and how do I fix it?

What like the at the post office? They don't send out items anymore.

The Post Office, The Campground and that 3DS in Happy Home Design where you get characters. I'm in the United Kingdom

they have all stopped giving out dlc, except for the campground, they haven't started yet
