about villagers moving out

Hiya so I unluckily got Hans from streetpass and I want him out. Phil is also moving out so I was wondering if:

Phil says he is moving
Hans moves in
Phil moves out

Will I have to get another villager to move before Hans move, or is Phil's moving out enough?

I want him out bc he keeps chatting up Merengue and in one of their convo, he was pestering her to go out with him D<
