About kicking villagers out with Amiibo

I just found out now that if you scan a villager amiibo and ask them to move in, you can immediately kick someone out of your town. But I just have a few questions since I want to get my dreamies,

Do you have to be the one to scan them? Can you ask them to move in if you?re not the one scanning them in? Can all of the animals that have RV cards that are regular villagers be asked to move in, and can they still kick someone out of your town if so?

You have to scan them in to get the option to kick out a villager. The regular amiibo cards can kick villagers out but it's more time consuming as you have to go through all the options one by one, with the WA RV cards you can select which villager they ask to move out from a list, but have to wait to invite them to the Camp first.
