Marshal was among one of the first random 5 move-ins. All of my original villagers have moved out, and I've cycled 50+ villagers out. Is there something that will prevent villagers from moving?
A villager won't move out... Am I doing something wrong?

I had olaf in my town for about 60 villagers cycle, he still had his original shirt on, but the best part is i littereallylllgkjregjerko TT'd everyday for 1 entire whole year because I was breeding hybrids and he didnt move out/ change shirts anyway sidenote, he will move out, just got to kepe on trying DX

Oh, okay. Thanks for the clarification. Also, it's fine. I ended up replacing Sprinkle with Chrissy.
Have you been ignoring Marshall? If you ignore villagers too much, they seem less likely to ping you (in my experience) so you should talk to him every once in a while.
Otherwise, it's just random. All villagers are equally likely to move (except your 10th, which is less likely) but some people swear by being mean to them or ignoring them, or being close friends with them. I don't think those things do anything but I guess you could always try.
I can describe the method I use to speed things up when I'm trying to move out a specific villager. It's pretty safe but it involves time travelling. Like most other methods, it doesn't really increase the odds of Marshall moving out, it just makes the process of going through a bunch of move out pings at the same time go faster.

Sometimes the random move-out generator just never chooses them. It happened to me before.

Sometimes they're just really stubborn, I had Chops in my town for what seems like an eternity. And I avoided him like the plague. Just have to keep on trying.
I'm guessing that Marshal is basically an 'anchored' villager at this point :/

So basically you should do this;
1) Load up on a day where a villager pings you to let you know that they are moving. On the same day, deny their request
2) Save and quit, and TT 6 days ahead in one go
3) Save and quit, and TT 6 days back in one go
4) Load up, and see who wants to move
5a) If it's the correct villager (Marshal), then you've done it~
5b) If it's someone else, deny their request, and rinse and repeat these steps
This is probably one of the fastest methods of getting a villager to get ready to move, in my opinion. Just make sure that there are no upcoming event(s) that may disrupt this
