A question about badges

I know to get the fishing expert and bug expert etc badges you have to use your net a certain number of times. Does that mean I can just walk around town swinging my net randomly to get the badge? Same with casting rod and diving underwater

You do have to catch something for the first nine badges. I'm looking at the silver badge for all of those and they say along the lines of "a badge for players really into catching bugs/love fishing/love diving" so you would have to catch them and not just use your tools a certain amount of time.

I just got my first badge for seeing K.K. Most badges require a set number or percentage.

I have a question. I do a lot things around town have loads of villagers I know I should have more badges than I have now. But I can never find him. I use my alternate characters to sell turnips and when I am done there he is. Is there a certain time he comes by or is it random. I Its really starting to annoy me.

I think I've heard that Phineas doesn't appear when there is bad weather or when it's cloudy. He doesn't show up after midnight either. People say that he doesn't show up for a while when you TT, but I don't think that's true cause I've TTed and gotten badges from him still.

That is correct. He is only there on sunny days and shows up as soon as you get a badge. What I have done if I think I should get a badge is go to the police station. They will tell you if he is in town.

Villagers will also mention him if he is in town. They'll talk about how they just got a badge from him.
