No, it can be received from a NZ outside of Japan. If it was Japan-only, no letter would have been sent out for non-Japanese copies.

This stuff was only availible in the Japanese version, but Nintendo is letting us get it for a limited time.

There's also a Nintendo zone at my local Walmart apparently, butit never connects to the zone it just connects to the Internet. the notice pops up that I'm in a Nintendo Zone, but whenever I try to get something from the Nintendo Zone in ACNL, it just connects to the Internet and not the zone.
