9th Villager Refuses to Move In

So I used my 3DS clock to fast forward time after I got rid of my last villager. I'm at least 11 days past the date the last villager moved and every time I create a new character no one shows up. I've got 8 villagers currently so I don't know what's going on.
 
Same with mine, Deli just moved out but I don't don't see a 9th villager anywhere.
 
That's really odd. I'm not sure what could be causing that. As much as it's not the best thing to do, maybe you should load your mayor and see what happens if you haven't yet since you moved someone out? Maybe a new plot won't show up because you time traveled someone out but haven't played the file yet. I think it can take a day or so for someone new to move in when you have 8 villagers so it might be safe to load the mayor and see if anything changes. Then after you do, you can quit and go a day ahead and start a new file to look for a plot.

That's all I can think of though. It may not be best because you could get a random plot but you may not yet too. I'm not entirely sure of how long the waiting period after someone moves is. >.<

I used my mayor account and no one moved in again lol. This is really bizarre. I think I'll try again tomorrow to see if anything changes or see if I can get someone to move in tonight. Thanks for the reply!
 
You said you created a new character each day you moved forward? Did you save with that character each time there was no plot? If you create a new char, save when there's no new plot, and then skip forward a day to repeat it should appear after some number of days (it should be less than a week, I think). Once the plot appears you can just quit out and move forward a day without saving and there'll be a new plot each time. Don't load up your mayor until you've got the villager for sure.

Ah okay, I hoped that would happen! XD I think it just takes a day or two sometimes for a new plot to appear after someone moves, so at least for the first day, it is mostly safe to load your mayor. Tomorrow I would definitely create a new character to check though! I'm glad no one random moved in for you! :)

Ah, see what I did was advance a few days at a time and create a new character, but not save. I should have been saving when I noticed no one was moving in.
