16 Villager cycle move out question - previous villager

Rodney moved out of my wife's town So I went over to her town to hold onto him until he is in boxes again.

So my question is.....

If Rodney is now in my town, and he's in boxes, and my wife comes over before the 16 villager cycle. What happens?

She wont be prompted with the option for him to join her town

Sadly, she would not be able to adopt him because her game would still 'remember' him.
That's what the 16 villager cycle is about, as it takes that many villagers leaving the town in order for your game to 'forget' that villager and make them a candidate for moving in again.
