10th Villager Moving??

So I know in New Leaf the 10th villager to move in your town always came from the campsite/voiding/invited from a friend/amiibo, and I was wondering if this was the case in New Horizons. I have a friend's favorite villager and I wanted to know if they could keep 9 without worry of getting a random 10th until she is ready to move out.

This is no longer a thing in New Horizons, random move ins will happen for your 10th!

I was in your situation earlier - I had a villager I was keeping for my sister. She just waited to build that last plot until she knew I had that villager ready to go for her. Unfortunately random move-ins on the tenth plot are a thing in NH.

Welp, that's a little disappointing :/ I wonder if there was a specific reason why that was changed

I didn't set a plot for my tenth because of this, instead, I'll wait for a specific villager as a camper or finish landscaping my town.
