Hi! Since you talked about "island" you could be referring to Animal Crossing New Horizons, or maybe you just got confused and meant your New Leaf's town. In either case I will give you some advice to get your villager without problems! There are many people here on the forum willing to help you
First of all, in both New Leaf and New Horizons you can have all 10 villagers with the same personality, there is no limit!
If you want Gruff for your town in New Leaf, then I recommend taking advantage of Liz's free service here:

There are all the info in the thread, remember to have less than 10 villager, so you can go to trader's town and ask the new villager to move in your town.
The villager must be in boxes, this takes a few days, when it's ready you will be notified!
Remember that to trade online you have to register the trader's friend code!
