I have 9 villagers but my camper doesn't want to move in!!

So I have Paula on my campsite. She's absolutely one of my dreamies!!!
But I just can't seem to make her move in! She just keeps on saying that she can't move, but there's 9 villagers on my city (Tia, Annalise, Pippy, Bones, Muffy -who's moving-, Harry, Kabuki and Winnie) and I KNOW that there might be ten people on my town but SHE. WON'T. CHANGE. HER. MIND!!!

What do I do? Just keep talking to her? Just give up?
Please - she has always been a dreamie of me and I can't stand to watch her saying she won't move....

Just keep talking to her. She'll give in eventually. If she refuses, talk to her some more!

Keep trying, put all your items on the floor and fill your pockets with bells or flowers so they can't try to play games with you, then spam them until they are finally pressured into moving in.
Rolf took me about 30mins the other day.
