It has to be suggested by a villager. It is random. Some get it right away..others it takes weeks or months. You can try the diving trick to try to get a PWP suggestion but there is no way to get any one in particular.

If you're impatient like me and you want it fast, your best bet is to try the wetsuit trick every day and try to get it.
