    10 is the max amount of villagers you can have so she will not move in until someone else leaves, the glitches have been patched so you dont need to worry about that =)

    this is how it works, you TT until someone gets the bubble (usually takes around 2 weeks to a month), if you want them to stay ignore them and TT to the next day (you can either save and quit or close the game), someone else will be thinking of moving, repeat until the villager you want has the...

Personally, I love marshal but not a fan of the pointy roof so I decided to give him a different exterior thats suits my town better. Looks really cute with his cafe...
