Okay so, I'm on my bros computer right now and I generally play WoW on mine but it usually runs at 8-10 fps EVERYWHERE! My bro has an Acer and here are the specs and can somebody please tell me if my bros comp can run WoW.

Manufacture: Acer
Model: Aspire 5517
Processor: AMD Anthlon(tm) Processor TF-20 1.60 GHz
RAM: 3.00 GB
System Type: 32 Bit operating system

So can I please get some help? I know that there has to be at least one computer savvy person on here.
 
Click on Start > Run > type msinfo32 and hit OK. (If you have Vista or Windows 7, just click start and type System Information in the search field right above the start circle)

From the System Information screen, compare your specs to the recommended specs for WOW:

Recommended CPU: Dual Core Processor (any speed)
(Look under Processor for your speed/type)

Recommended Memory: 1000 MB ( 2000 MB for Vista)
(Look under Total Physical Memory to see how much memory you have)
 
Patch 4.0.1 severely changed up the graphical requirements for WoW, you're probably running at low FPS due to some buggy non-updated addon or because your graphics card drivers are out of date, or the graphics card itself is really old.

As for your brother's computer, the processor is really bad so it's going to struggle.
 
Make sure to turn anti aliasing and all other fluff settings off in your video card.
