Need some clarification, not very good with CPUs or computer hardware in general!

I'm just going to go ahead and apologize for my ignorance in advance; I'm new to computer building, and although I'm fairly knowledgeable when it comes to software, with hardware, I don't have a clue, but it really fascinates me. I'm wondering if anyone can help me breakdown these 'Minimum Specifications' I need for my new computer. I'm a Year 9 student in the UK hoping to build a computer for my DofE award, and I don't know much. Anyway, here are the specifications I retrieved from a website:

Hard Drive Space Required: 7GB
RAM: 2GB
Processor Requirements: Pentium 4 3.0 Ghz or AMD Athlon 64 X2 or Intel Corei5/7 or AMD Phenom II X4
Additional System Requirements: 1024 x 768, 16-bit color or above
A CD or DVD burner (CD-R/RW, DVD+R/RW or DVD-R/RW) is required to burn VCD/DVD/SVCD/AVCHD titles
128 MB VGA VRAM or higher (1 GB or higher VRAM and OpenCL capable are recommended)

I understand the hard drive, RAM, and the Additional System Requirements (except from the last line.) Everything I don't really get is in red text. I bet the people reading this are face-palming at my stupidity, but we all start somewhere, right? Sorry

UPDATE: Sorry for not making this clear, but basically I'm looking for what each of those CPUs do and how much I'd be looking for paying for, which you'd recommend etc. As for the last line, an explanation would be helpful, it looks gibberish to me.

well, i don't have the money for that, and i don't plan to stream 60fps call of duty, i just need to edit videos. if anything, it's a good graphics card that i need.
