Yes. A lot of us here have permanent villagers. Mine are Agnes and Willow...and maybe Bones. If I ever get Maple or Tabby, they'll be permanent villagers, too.
Ugh, I would never want to be stuck with some of my villagers. It'd make things so boring... There may be some villagers I'll keep for a long time, but forever, no.

I can't imagine living with them forever. Things would get boring. That's why everyone has moved out of my old town to make room for new villagers I want.
I would keep both Apollo and Tabby in my town if not for the fact I get bored when I get close to getting my town the way I wanted. I generally reset every few months
i have a few i don't plan on ever letting go, but for the most part i get bored of the same 10 villagers after awhile. like i've had lolly for 2+ years (the one i have now is different from the one i had before, that one is in my sister's town now) but it took me so long to get her that i never plan on letting her leave.
All my villagers I'm keeping forever. Some were favourites from previous AC games and the rest are my dreamies. It took a while to get some of them to move in so I never want any of them to leave.

I am never, ever letting Tabby, Maple, Baabara, or Kabuki leave Ruddyoak. I love my other villagers as well, but right now I'm trying to see who I can part with in order to move Molly in. It's not easy!
