Wisp isn't spawning for us?

My friend and I haven't been able to make Wisp appear.
We're already talked to Harvey and we've been running around
but to no avail, Wisp hasn't talked to us yet.
What exactly do you do to make Wisp spawn?

I bumped into him so quickly on my main town.
I'm trying to bump into him on my second mule town so I can test out my amiibo figures
but he's just not showing up.
I guess I'll test skipping forward a day and seeing.

This is false, I bumped into him at like.. 2 pm lmao
That's only true for the old AC games.

Yeah, this is right. He needs a single square to put his lamp down.

I guess I got lucky bumping into him so quickly.

I was just walking across a bridge when he called to me and I found his lamp. So awesome that you can acquire Wisp now!

Well i still haven't found him...glad I went out and bought a nfc reader just so I can NOT use it....

It's random. I was on my JP copy, and what I did was read the letter and the instruction manual item that Nintendo gives you after updating and went outside. Wisp called me outta the blue in a matter of minutes, and I found his lamp. I also did not time travel, so I don't think TT'ing to the next day is necessary to find him. So I guess your best bet is to just carry on with your game until he calls for you.

I heard he won't appear if you have lots of stuff on the ground in your town i.e. lots of trees, bushes, clovers etc.

I don't have open space in my town so he didn't appear for me but he did in my cycle town so what I did because I also have two 3ds's was drop the lamp off from my cycle town to my main town and it works all the same. So you can give the lamp to someone else which I think is pretty cool if you weren't using that feature of the update.

I understand needing free space on the ground, but I wonder how much is too much. I've been wandering around for about an hour (I did all the other update stuff earlier in the day this is like my 4th trip today) and I wouldn't call my town cluttered. Several blank spots.

Also feel like the plaza should suffice, or the beach, both of which I know I've heard & seen other people find wisp in.

Is it really just totally random?

I also had lots of town garbage I cleaned up before he showed up....and clovers
maybe that helped?

I think you need to walk around a lot to do it - I walked to a place in my town that I don't usually go to, and he started whispering to me when I got nearer. I think you need to be in close proximity to where the lamp spawned (on an empty patch, as people are saying) to get him to talk to you, and then he guides you with his voice.
