I haven’t gotten any of the spooky set from bottles or balloons. Only villagers.

Keep popping them! I've gotten three of them from balloons and only one from a villager so far.

The balloons aren't actually rare if you're busy decorating TBH...

Anyway, I do think seasonal recipes should be obtainable by villagers and messages in bottles too and not just by balloons.

I mean, if the Halloween recipes are doing it, why not the rest?

Same, it's so annoying having to run up and down the shore just to get them. I didn't get any of the summer shell DIYs because I didn't know they were obtained from the balloons. Uggggh.

Even worse is that the game doesn't tell you this at all. I would have never found out about the Cherry Blossom DIYs if it wasn't for TBT.
