Wilted cedar saplings!

Ok, so I planted a bunch of cedar saplings...

Later, after looking it up, I guess cedar saplings only grow in the north part of town where the river divides it, but all the other cedar saplings I've grown are in the bottom half of my town, and it was placed below the river too! But my river also doesn't cut it directly in half... here's my map.

I've circled where, approximately, the wilted saplings are. But, to be fair, the saplings that did grow are up by my house (the orange one). Can someone help me out?
 
Do you see where your cafe is located? It is at around the center. I would use that as a checkpoint to see at which point they don't grow. Any cedar trees above the cafe, regardless of being above or below the river should grow.
 
If they wilted there then anything under your cafe is probably considered the "southern" part of town. It's less of "under where the river is" and more of a straight line through the map. If that makes sense.

But yes, it's upper part from the middle of the town, nothing to do with the river.
I had the same problem with my cedars at first when trying to make my forest.
In the end I had to move the whole forest area up, which was one hell of a task because I already had all the other trees grown...

well palm trees obviously only grow on beaches, but I don't think anything else has weird rules like that, no.

Island fruit can still grow on land i.e. durian, lychee, lemon, mango and even persimmons (bought from T&T Emporium), but bananas and coconuts count as palm trees therefore only being able to grow on the beach.
