Will Villagers that are about to move out still suggest PWPs?

Gruff is moving out in my town (and I really want him to leave) but I need him to suggest to PWP's before he leaves since he's my only cranky villager.

Erm odds are if they've told you they're moving out and they ping it'll be just to tell you that they've decided that they're staying.

If you want him gone then I'd avoid him at all costs.

Find a cranky that you like

Fang, Chief, Wolfgang, Roscoe etc. They aren't that bad.

Tia is moving out and she's been giving me regular pings that have nothing to do with the fact that she's moving out. It might be risky, but you could try it if you really need the PWPs as soon as possible and don't want to wait for another cranky to move in? Plus, if Gruff pings and says he's changed his mind and wants to stay(which I've never seen or heard of happening before), you can just restart the game.

Octavian suggested the parabolic antenna the day before he left, I thought is was odd, like you really want me to build this new thing even though you wont even be around to see it? Why? So basically they are capable of suggesting them when they're about to move out but I wouldn't count on it.

Maybe he just thought it was what the town needed before he left.

Or maybe it would serve as a memento of him, so that he isn't forgotten.

I can provide additional confirmation crankies can ping for PWPs after pinging to leave. Croque once pinged me to suggest a Zen Garden an hour after informing me he was leaving. I built it for him.
