Will villagers ping non-mayor residents?

Yes! As long as you dont ignore them on that account they will and can ping you

If you've introduced yourself to them, they will ping the character. If you don't talk to them at all, then they won't ping!

They won't ping for PWPs, but they'll ping for everything else - changing catchphrase, doing favors, if they're moving, etc.

Through all my research which includes playing on a side character for 7 months, side characters can do everything a mayor can, other than get PwPs and build them/change ordiance.
