does it means that no villagers will ping me to move if i get 2 or more ping about random dialogues
if i reload the game but on the same day?

No, a villager could still move out. They don't always have to ping, sometimes they ping about it AFTER speaking to another villager who tells you who's thinking of moving. And sometimes they just don't ping at all. But other dialogues don't affect who moves
