So I got a Wolfgang from a Japanese town, and he of course has a Japanese catchphrase. I don't know what it says, but I think he must have given his catchphrase to Zucker. Zucker now says "NO MORE", but nobody in town says that. I'm assuming that's what Wolfgang says?

Sounds more like Zucker has a flea. If you swing your bug net at him you can catch it off him.
