Will using the megaphone upset villagers?

I dont have the megaphone yet, and ive heard that callin a villager with it could make them angry, is that true? also, can you use it to wake up tortimer? once hes awake, what happens? Thank you

The villagers only get mad at me if I use it right next to them and I call their name, otherwise I haven't had any trouble.
I don't know about Tortimer, but I'm pretty sure the Megaphone will wake up Gulliver immediately ~
