Will some Villagers never move?

Okay, so there's this Villager named Samson, and he's been driving me nuts. I'm not personally a fan of Jock animals, and Samson looks like a freaking psychopath with an evil grin every time you talk to him. A few times now, Samson has pinged to move out, but every time I say "See ya!" he changes his mind! I've had him ask about 10 times now; I've even tried saying "Don't go!" to see a difference, but there is none. Will I just be stuck with this crazy mouse forever?
 
You know when he asks and then changes his mind you can just turn off your DS and go back to him and he'll ping again lol
 
I've noticed that if you're not friendly with a certain villager they'll ping you for a move notice and you'll get two options. The top option will be something along the lines of 'don't go!' which would keep them in your village, and the second option is something that makes it seem like you're excited for them to leave, and they'll respond with 'it's decided, I won't move until you get to know me better!'.

But if a villager is really friendly with you they'll ping you with the normal move options, the second of which will actually work when it comes to trying to get them to move.

So yeah, you need to be friendly with them.
 
If you're able to, you can just time travel to the date he's moving on without saving the game. Or just do what the person below me said.

You can just reset and then ignore his ping, he'll still move out on the day he says he's going to.
 
Either turn off your game and keep running to him to keep trying over and over, or like others said, ignore him and let him move on his own.
