Will not completing favors decrease your friendship with a villager?

Bangle asked me to catch a Mitten Crab.

But I can't, for the life of me, catch a Mitten Crab.

I have all the requirements met, but I can't find one.

So, if I just ignore the favor, will she get mad? I'm trying to get her picture, and I'm this close.

I don't think so..I decline loads or accept and don't do them and they never get mad. I'm not sure, i'm wondering as well ^.^

One time a villager asked for something I was holding but I said they couldnt have it and they got upset.

According to the Japanese guidebook, not fulfilling promises, repeatedly shoving, repeatedly hitting with a hammer and sending rubbish in letters, etc will lead to the villager disliking you. So, yeah, I think that means these actions have a negative impact on your relationship.
