Your paths seem.. well, misplaced. Here's a tip - decide how thick your paths will be. Two tiles wide? One tile wide? I suggest two tiles wide - three looks good, but it's far too big. One looks.. well, too skinny. If you decide how thick a tile will be, make it work with your public works projects.
Are you going for a certain theme for your town? I couldn't tell. Is it pretty, cute, horror themed, fairy-tale themed, Disney themed, Pokemon themed, etc.? I'm going for a fairy-tale theme, but my town is awfully barren ^^
Maybe your town could do with some flower organizing and tree chopping. Line your paths with a specific flower or even pattern of flower - use bushes, lots of trees, stuff like that.
Here's a big tip - make it obvious what your local fruit is. Plant perfect apple trees lining paths, but don't overload your town with em. What I'm saying is, scatter around your town, but still plant other fruits.
Build bigger public works projects before smaller ones. Smaller ones take up a lot of space and it will prove to be a problem later on.
Oh, and also get all your dreamies before starting to landscape, dear ^^
