Will a Villager in the Tent Stop Phineas From Showing Up?

I'm trying to earn the &!#* Gold Weeding Badge but because it's the rainy season Phineas hasn't been showing up because it's been raining a lot in my town. Plus I know Phineas won't show up if another NPC (Saharah, Katie, etc.) is in town. I already have the Silver Badge for pulling 2000 weeds. I know for a fact that I've recently pulled at least another 2000 weeds if not more (Thank you, corlee1289!). Between the time I earned the Silver Badge last year & now when I recently pulled the 2000 weeds I've been pulling weeds as well. I'm hoping I've gotten the required 5000 weeds for the Gold Badge but I'm still waiting on Phineas to be sure.

Today is my town it is a clear day. The instrument shelter says it's going to stay clear. However there is a camper in the Tent PWP in my town. What I need to know is if the camper in the Tent stops Phineas from showing up like other NPCs do. If the camper does then my wait continues. If the camper doesn't then I've got more weeds to pull.

Could someone answer this actually? Cus I wanna know the same thing. I SHOULD have a gardening badge and the only “special” NPC in my town is a villager in a tent.

Hypothetically a villager in the tent shouldn't stop Phineas from showing up. I can't recall if I've ever had a tent villager in town at the same time as Phineas so unfortunately I can't give you a concrete answer. I was hoping he'd show up to my town as well for the gold weeding badge but first it was raining earlier and now it has stopped, but I also have Saharah in town so I'm pretty sure he won't show

If other NPC’s like Saharah, Katie, etc. are able to show up in your town while there’s a villager in your campsite, I don’t see why it would stop Phineas. I know this from my experience as even if there’s a villager in my campsite, I’ve still seen an NPC walking around my town various times, including Phineas. Phineas is just the same as the rest of the NPC’s, so I’m 100% sure a villager in your campsite is not the cause of him not showing up. I’m not quite sure why he’s not showing up for you, but he has for me, regardless of whether there’s a villager in my campsite or not. Like you said, it’s mostly because it’s raining, as I hadn’t seen him at all in June as it was raining most of the time. But since July is here, it’ll mostly be sunny and I’m fairly sure you’ll see him sometime in the month

Phineas isn't exactly the same as other NPCs because he won't show up if another NPC like Katie or Saharah is in your town. It's because of this that I was wondering if the visiting villager would stop him from showing up.

If you have seen Phineas in your town at the same time there was a villager in the Tent PWP then that does seem to indicate that the villager probably isn't the reason he didn't show up. Thank you for the information!
