Will a camper fill an empty house plot if there is one on an island?

I only ever hear of people inviting campers (amiibo or not) while their islands are full, thus having to kick a villager out to make room for them. But what if a camper gets invited while there happens to be an empty plot on the island? Do they just occupy it, or will they still try to kick a villager already living on the island out? Just asking because I never hear of people doing this and I'm curious.

I'm pretty sure they'd fill the empty plot - it's just kinda rare after the beginning when you're just setting up your final series of plots to have both a camper and an empty plot.

whenever there is an open plot any villager moving in will take that plot. it's only if the island is full that someone will be kicked out by a camper.
