Wii stuck on Health & Safety screen.

This is a long shot, but I thought I'd try posting here because I'm desperate. Last night, I ran into a strange issue when trying to play my Wii. When I turn it on, the Health & Safety screen comes up, but I am never given the option to press A. It just remains there, on that screen. Nothing else happens. I have never modded my Wii, or done anything else sketchy. I did, however, recently move my Wii to a new shelf. While I was setting it up, I accidentally turned it on a couple of times and then turned it off shortly after. Perhaps that had something to do with it?

Just wondering if anyone else has ever experienced an issue similar to this one? If so, were you able to find a solution that kept your save files and virtual games intact? I've been searching the web for hours and I've tried every crazy solution I've come across. I really don't want to get into hacking. :S Is there any reliable solution out there?
