I have been trying to get Graham out of the holder town I moved him into, and he will NOT leave.

I've even had villagers move that I have had never talked to. Prime example: Chrissy went into boxes earlier today and I hadn't even introduced my mayor to her.

He's the last one I need to get into boxes and I just AHHHHH!

Is there some trick I'm missing here or just having the worst luck ever?

Considering the game picks a random villager each day (and the odds are 1/10 which actually can be pretty low), probably just bad luck D:
 
It's just driving me crazy...I want him out so I can move over to my other holder town and get the rest of my villagers...I'm starting to think I should have just kept my sucky map to avoid this headache. >.<
 
I'm having the same problem with Astrid. She's lived in my town for nine months, and she hasn't asked to move ONCE. All of my other villagers have asked to more 6484682 times, though. It's so frustrating!
 
I had Lolly in my cycling town and someone really wanted her. I went through an entire series of TT Time (2012-2050) TWICE and she STILL would not leave.

I guess she really liked my mayor?

I tried this trick where you have a second character load up everyday until they ping to leave.

Three TT years later, Lolly was in boxes.

I am hoping Graham will ping.

is he your 10th? the chance of a 10th villager moving out is near to impossibility, though its possible if you're blessed by the RNG gods.
 
The game runs on a weird system. If a villager really likes you, they have a higher chance of wanting to leave. The game purposely wants to kick out high friendship villagers so you can try and bond with more villagers. It's weird and I'm pretty sure nobody likes this idea.
 
I finally got him to ping me last night, but this was a freaking nightmare. And he was the ONLY villager I even bothered talking to and doing errands for...so I was surprised that it took so long to get him out.
 
In my current town I've actually had everyone ask to move out at least once. Hell, even today Hans asked to move, and he's one of my infrequent askers. (Mira likes to ask every other time she pings me though...) I was a big newbie in my old town too, so I was never really desperate for a villager to ask me to move. The only time I was was when one moved right in front of my bridge, and he asked a few days later without much effort.

I can imagine it being extremely frustrating though, especially if you're actually following the correct steps in trying to get them to move.
