Why won't they move out?

So I have 10 villagers, and among them are drago and merengue, who I invited into my town, but the problem is I want goldie and Papi to replace them, but the problem is that they like refuse to move, all my other 8 villagers have asked but them, Zucker has asked 5 times! I'm really frustrated and I just want my dream town, and I'm ready to delete it because of them, and not to mention merengue is my 7th villager and drago is my 8th, can someone explain this?

Try befriending them because some villagers will move out faster just when your friendship level starts increasing

I agree, but drago even gave me a gift for being his friend, I think I have that problem with merengue though

Err >.<... I guess the only option left is patience. Unless you want to time travel 2 days forward and 1 day back. Back I highly don't recommend that.
