Why won't Papi move out?

So since the start of my town Mochi, (a year ago) i've had Papi as a starter. As much as I love him, he's in a terrible spot. But he's never asked to move out once, no matter how many villagers come and go. I've tried befriending him, ignoring him. Nothing, is he anchored to my town? He's not an amiibo villager either, so that possibility is ruled out. Is there any tips I can try to get him to move without having to cycle?

It's random who decides to move out. I want Rudy to leave because he's also in a bad spot. Just try ignoring Papi and eventually he might ping you and ask to leave!

If it helps, declining your other villagers' request to move will increase your chances of getting Paps to move out. Francine has been in a terrible spot for the longest time and I got her to move out by doing that.

I think the larger question here is, "Why do you want Papi to move out when he's so cute?"
