Why won’t my starts grow?

I am planting 8 in a row with a tree on top so really it?s 9 in a row, however, 2 just won?t grow. What am I doing wrong?

But I only have 9 in a row. The other side I have the same amount and that side seems to be fine.

Looking at the photos I don't know - but two pieces of info - that might help:
From Liquefy's walkthrough faq on game faqs, section 62 Environment:

2) Within a 7x7 square plot of land that already has 15 trees and/or shrubs, a
shrub will not grow.
