Why won’t my plants grow?

I can’t figure out why this bush won’t grow!
If anybody can figure out why and knows a way to fix it, please tell me.

Here’s how the plants are placed:

X=plant I’m trying to place but is dying
-=PWP
O=tree
*=bush
E=extra space

Are there 12 trees/bushes touching in that area?

My character is standing right in front of the spot where the plant won’t grow

And no, the [E]s represent space where nothing is there

Sometimes there are spaces in your town where nothing will grow.

I'm not sure why that happens, but I've experienced in a few different towns.

It might be what I call a dead spot where nothing will grow in that specific spot.

Not sure why they'd add something like that but why do they add half the wacky and weird stuff they add?

Okay! Thank you guys for your help. that’s really a shame if it really is what you guys call a “dead spot” I was hoping for that fountain to be a little garden that has a secret passage but now the entrance is very easy to find. Thank you though!

I figured it out! turns out there’s no such thing as “dead spots” I found some info on a different forum site saying that bushes/trees may not grow if there are 13 connecting. Which is basically what AndroGhostx said but I wasn’t clear with what they meant. Thank you!

You can't plant two trees next to each other. There has to be a space between them.
