I have 10 villagers currently and I am tt'ing to try and get somebody out. I've introduced myself to all 10 villagers and I've tt'd the equivalent of 100+ days, and nobody has pinged to move. Why??
I'm going every 2 days and I walk around and talk to everybody, and once I get one of the rumors which mean nobody is leaving, I save and quit and then TT forward 2 more days.

Never mind, idk what happened but I got somebody to ping haha. I think it might have something to do with the initial tutorial dialogue?
Were you TT'ing on a week where there was an upcoming event such as the Fishing/Bug Tournaments?
That affects their idea of wanting to move. I tried to TT Rosie out for a trade, and I didn't realise that I was on the week with Festivale, and no one in my town requested to move.
Yes, you hit the nail on the head. Villagers won't start to move out of a new town until you've completed all the 'tutorial' dialogue or you've achieved 100% Approval Rating!
