Why won't a bush grow here?

Every time I plant a bush here it dies and I can't work out why. Is it too close to the river or fountain?
There was originally a bunch of trees and flowers next to it and I thought that it might be preventing it from growing somehow but since removing the plants, the bush still won't grow.

All the others have grown where I wanted them to and I can't figure out why this one won't haha.

There could be two reasons why.
1) Only 12 bushes can be in a row- if there are any more they die
2) There are some 'dead spots' where nothing can grow there except flowers

Do you have a photo? If so then it will be much easier to tell you why...

It's most likely too close to something such as a PWP or a cliff, river, tree, etc. Bushes usually grow anywhere, and the only reason it would cease growing would be if there was something in the way.
Emcconville does have some more reasons, I noticed, that could be the problem.

Eccomville covered the two reasons as to why a bush won't grow, I think. They'll die immediately next to bodies of water, etc. so they need a buffer

Had to look this up because I wasn't sure, but diagonal bushes count as being in the same row, too. Knowing that, maybe that bush would put you over the limit of 12 after all?
