Actually the last villager to move in can be the first to leave.
Recently Nate moved in from a friend's void and I was really upset. But two weeks later he pinged to move and didn't change his mind when I said ok. Thankfully he was in and out so fast it was like he was never here.

This is not as bad as what happened to you, but I just got Zucker one of my dreamies from someone on here, and I loaded my mayor the next morning because for some reason I didn't think he would move in the next day. Well his plot was directly in front of my wisteria frame which is the entrance to my house's garden. Probably the worst place he could have chosen. If I had just checked and plot reset first I could have caught that. It sucks because he's a dreamie and staying forever so I just have to find a way to deal. I think my face looked just like that gif.
