Why does my first letter not send?

This has probably been answered before but it?s something I?ve noticed and always wondered about. Whenever I send a letter to a new villager when they?re moving in (ie in their boxes), I noticed that the letter usually goes completely unresponded to by said villager. I don?t recall if they end up displaying the item I give them or ever show my letter to me later. What gives? Do I have to wait until they?re fully moved in to send a letter?
 
I’ve wondered about this myself! I know there are some villagers I’ve never gotten a response from, but then they’ll show me the letter I sent them when they first moved in. :/ Not sure why it happens, though.
 
I don't think villagers always respond to letters, or they'll only do it if the timing is right? I don't know, I haven't quite figured out the system. I know they keep the letters, though, because they'll proudly show off the really simple, sad, short letters I sent them, lol.
 
I always send my welcome letters to villagers on the day their house appears and I have always received a reply. I've never tried sending them a letter the day before, when their plot is roped off.
 
Ah, I've been wondering the opposite, if the letter I send on the day they're boxed up deliver to them or no. I'm planning an experiment about it, using the good-bye gift when my villager moves out of either of my towns to my the other town.

Hmm, see, this is what I do, too, and I've received very few responses, so I've just quit doing it at all. I didn't even know you could send them letters when it was just the plot! I wonder what the difference is here?
 
I'm not sure if you are allowed to send letters to a plot house. I vaguely recall Pelly saying 'this is unfortunate, but we can't send a letter to a house that isn't here' or somethin like that. I'm not sure if that animal was moving out or what, but I def do remember an odd response like that before. Guess I'll have to try it again one day.
 
Update: I did eventually receive a reply from Lobo, two days after I sent him my welcome letter. Lol.

I know that if you send a letter to a villager the day before they are in boxes, they'll reply to it. Makes sense, seeing as they're still in their house. I don't know if they'll get something you send on the day they are in boxes though.
